WP7 - List Update

I finally got to the Windows startup phone. I'm not very good yet, but I hope you guys understand what I want to do here.

From what I learned from other programmers, the ObservableCollection can be updated in real time while it is attached to an object, such as a list. All changes to the ObservableCollection will cause the user interface of the object that it is bound to update to update it.

So what I'm trying to do is download the file from my server, parse it using json, and then update the ObservableCollection with the new data. However, the web client does not seem to download new data until the application is open!
