Incorrect application code verification, iPhone

I made an application for the iPhone using flash CS 5.5, tested it on the device (it works fine there), and I am a member of the development program. I try to download the application to the store after filling out all the iTunes connection information. However, when I try to download the ipa file through Application Loader (version 2.5.2), I always encounter the same error:

'Verification of application error code. The signature is invalid, contains forbidden rights, or it was not signed with the iPhone distribution certificate.

I tried to create the certificates again, but still getting the same error.
