DecodeStream returns null

I am trying to accept raster resizing . The only difference is that I use decodeStream instead of decodeResource. Strange, but decodeStream, without any manipulation, gives me a bitmap obj, but when I look at decodeSampledBitmapFromStream, for some reason it returns null. How to fix it?

Here is the code I'm using:
