I updated the SDK and all my libraries, but I still cannot find the com.google.android.gms.cast package in the Google Play Services application.
Is there a url we can download to expedite patches for all these api changes?

The reports from Google Cast developers say that the Android sender API will not be available for download until all devices are updated in Google Play 4.2 services. So, as you said, we need to sit and wait for Google Play 4.2 services to be on each device

From what I read on g +, sdk will not be updated until new Google Play services appear on all devices, so we need developers to not be able to change our applications in order to work with new changes while this deployment goes on.
I can confirm that since February 14 there is version 15 of Android support services. This message indicates that you are still without these packages. make sure you have the libraries as described here !
