How to get out of a watch car under a yomen

I start grunt serve, and when it exits, and I try to start it again, the port is taken and it does not start. How to exit so that the port is not executed?

I am using Ctrl+ Cto stop the server from loading the cookie, which gave me a new problem that it will not release the port.
