I have a problem in ggplot where I want graphics to separate datasets within the same plot. The first dataset creates a geographical heat map and shows state-based capability values.

This is great, I was very excited. My next step is to build a graph on this graph, but this time lay out this opportunity further, and not by state, I divided it into cities within the state:
