SIP 408: Request timeout when creating an account in zoeeper

Question

I downloaded zoiper220-linux.tar.gzand unzipped it, but when I try to create an account, it shows

SIP 408: request timeout error

I tried this for a few days

You must first register on soft phone with the username and password set in sip.conf
