The lower the page identifiers for pages in MediaWiki, do they always mean earlier changes?

In general, it seems true, at least for one page, that lower revision identifiers for Mediawiki page pages mean earlier editing time. Is this true in general? Are there any exceptions? How does identity verification work?

I am trying to try writing a function with Pywikipedia that will give the page text as an arbitrary timestamp. This would simply be more optimized for sorting based on the version identifier, rather than creating a tag for the temporary revision identifiers, and then for sorting the timestamps.
