Why is the sequence of numbers confused when programming a dvorak?

To my surprise, I could not find an answer to this question anywhere, so here I ask a question, hoping that understanding this idea will help me quickly find out my positions.

So, why are the positions of numbers in backyard programming like them?

The Dvorak programmer’s keyboard layout just kept the original sequence of numbers: https://www.kaufmann.no/roland/dvorak/

Note that the numbers are placed in an odd-even sequence, as in the original Dvorak layout.
