In-app billing and Google Wallet order

I found that an In-AppId purchase order always starts with: "12999763169054705758"

and I use it to protect against Freedom. (I found: when I use Freedom, then orderId does not start with "12999763169054705758")

Um ... but I'm curious, is it just for me? or are other developers equal?

So the question is:

(for developers) If you have an IAP, then your orderId always starts with "12999763169054705758"?
