Visual Studio 2013 Ultimate will not install Windows 7 SP1

I want to install Visual Studio 2013 Ultimate, but an error message appears:

You need a newer version of Windows

After a little research into the known installation issues for VS2013, I upgraded to SP1 from the Microsoft website and installed IE10, but I still can’t install it.

DECISION:

I found a solution to my problem by simply changing the Visual Studio installation file from the C system drive (it was on the desktop) to D (another drive) and restarting the installation again, it starts without any problems.
