How can I do when another button appears in the focus of the image?

I have already developed a menu circle diagram and a wheel menu for an Android application. This is a scroll circle. But I want it

1) When the button appears in the image (focus of the red circle), it must be pressed

2) when the button is hovering over the image (focus of the red circle), another image should be displayed

how can i understand which button focuses on the image.

I put a photo. First image; when two buttons appear, hovering in a red circle, the second image and another image. Which library should I use. Do you know any open source project?
