Using puppet librarians inside a stroller box - why can't puppets / mysql be installed?

I had a problem installing puppetlabs/mysqlthrough librarian-puppetthe Vagrant virtual machine. After a ton of conversation, it seemed that the most likely problem was that VirtualBox did not allow symbolic links inside the shared directory, however after application vb.customize ["setextradata", :id, "VBoxInternal2/SharedFoldersEnableSymlinksCreate/v-root", "1"]I did not see any changes in behavior, so I can only wonder which component is really to blame here - a tramp, ruby, puppet, librarian, puppet module / mysql or (most likely) me?

On the host:

$ vagrant --version

In the field "Tramp":
