Cadmin cannot create a principle, but kadmin.local can

I turn on security mode on the beta version of Cloudera 5. with the cloudera manager and after completing the 8th step of securing the document from here , the cloudera manager should run the Create account command , but it doesn’t.

so I do this to run Generate Credential manually, but it gives me an inlogs error, i.e.

It seems that cadmin cannot create a principle.

my question is , how can I let kadmin add a principal privilege or how can I run this command using kadmin.local?

is there any way so i can get rid of this problem ...
